I fixed the issue. I was using online instructions and the reference picture that I used for indexing the pinion gear to piston shaft was incorrect. 11 teeth on the gear and 11 slots on the shaft, first tooth to first slot is proper indexing. I had the first tooth in second slot on the piston...- DG71

Did you figure out the issue? I just rebuilt my 07 LBZ turbo using a ported LLY housing, LLY high flow vanes and LLY 10 blade turbine; complete tear down, ultrasonic clean on bearing housing and vgt sync assembly. Same symptoms, cycles continuously at idle when coolant temp is above 160...- DG71
