    Technically any mod from the intake to the exhaust can be considered illegal. If you stick to carb compliant parts or go to a smog shop that is more lenient then others you should be good with some mods. Like intake, exhaust, turbo, up pipes.... stuff like that.     At a glance I would say it’s your cp3 not keeping up. Keep in mind you will need injectors eventually, not saying they’re not contributing to your current issue. We need codes and live data info monitoring fuel rate/pressures to see what’s going on.

    You’ll need to have your ac unlinked from atp. A new license purchased, new tunes purchased then have you ac linked to your new tuner. All of this your new tuner should be able to handle/walk you thru.
