    The starting than immediately shutting off does sound like a security issue, which could easily be caused by a loss of communications between the ECU and body modules. Since that started after handling the wiring near the fuse block, I would dig into that section again.

    Depending on how the tune was done, it could be a silent code. Often with deletes, the tuner will turn off tons of codes, including some they don't strictly need.
